We build against the official APIs, which is what makes a plugin survive updates. Maintenance plans also cover reviewing and adjusting for major core changes.

Can you work on another developer's plugin?

Yes, provided the code is not obfuscated and the licence allows it. We audit it first and tell you whether it is worth fixing or rebuilding from scratch.
